MABALACAT CITY, Pampanga – A groundbreaking partnership is set to transform agricultural waste into a sustainable power source for Pampanga. The Pampanga II Electric Cooperative, Inc. (PELCO II) has joined forces with Green Atom Renewable Energy Corporation to develop a innovative Biomass Waste-to-Energy (WTE) power plant. This ambitious project represents a significant step toward energy security and environmental sustainability for the region, aligning with national goals for a greener energy mix.
Harnessing Organic Waste for Renewable Power
The core of this initiative is a state-of-the-art biomass power plant that will utilize organic, agricultural, and other biodegradable waste as its primary fuel source. This Waste-to-Energy (WTE) technology offers a dual benefit: it provides a reliable stream of baseload renewable energy while addressing waste management challenges. By converting locally-sourced biomass into electricity, the project promotes a circular economy, reducing landfill use and methane emissions while creating a new revenue stream for local agricultural communities.
Regulatory Milestones Reached in Key Approval Process
A critical milestone for any energy project is the approval of its Power Supply Agreement (PSA). In July 2025, the Energy Regulatory Commission (ERC) held pivotal virtual hearings to review the joint application from PELCO II and Green Atom. These hearings, conducted on July 4 and July 11, are a standard but essential part of the process, ensuring that the agreement is fair, reasonable, and in the best interest of the consumer. This move through the regulatory pipeline indicates strong progress toward breaking ground on the facility.
What This Means for Energy Consumers and the Grid
For consumers served by PELCO II, this project promises enhanced energy security and price stability. By sourcing power from a local renewable energy plant, the cooperative can shield its members from the volatility of fossil fuel prices on the open market. Furthermore, adding a new, dependable source of clean electricity to the power grid strengthens overall reliability and supports the Philippines’ commitment to increasing the share of renewables in its energy portfolio.
Staying Informed on the Future of Energy in Pampanga
As the project advances through the regulatory stages, community engagement remains a priority. Stakeholders and interested parties are encouraged to follow the progress. Detailed information, including official ERC documents, application details, and public hearing notices, can be found on the official PELCO II website and their active Facebook page. This project stands as a testament to the power of innovation and collaboration in building a more sustainable and resilient energy future.
